Mock Recalls and Traceability in Cannabis Compliance
Every PJRFSI Cannabis and Hemp Safety Standard, whether for cultivation or manufacturing, requires a documented traceability program and a mock recall exercise. It is one of the most practical, and most commonly overlooked, elements of a compliance program.

What Traceability Requires
Traceability means an operation can identify, at any point in its process, where a given batch of product came from and where it went. For cultivators, this means each production area is identified or coded so that any contamination or quality issue can be traced to a specific location and time. For manufacturers, this means batch records document raw material sources, in-process and finished product testing results, and the destination of outgoing product, so a single record ties a finished product back through every stage of its production.
Why a Mock Recall Is Required, Not Optional
A traceability program that has never been tested is a plan on paper. PJRFSI’s standards require operations to actually perform a mock recall, tracing a sample batch both forward and backward through the supply chain, and to review the results to confirm the exercise was effective. For manufacturing operations, this mock recall must also include primary packaging materials and must be conducted at least annually.
A mock recall exercise typically surfaces gaps that would otherwise go unnoticed: records that are hard to locate, batch codes that do not connect cleanly across systems, or contact lists for regulators, customers, or the public that are out of date. Finding these gaps during a planned exercise is far better than finding them during an actual recall.
What a Documented Recall Plan Should Include
- Defined roles and responsibilities, including a named recall coordinator and recall team
- Contact lists for external notification, covering regulators, customers, and the public where applicable
- Lot identification and verification information
- Product disposition procedures and documentation
- Effectiveness check procedures used during the recall itself
Traceability and recall readiness are core parts of every PJRFSI GACP and cGMP audit. If your operation has not run a mock recall recently, it is worth doing before your next certification cycle, not during it.
