Hemp GMP Certification for CBD Manufacturers ​

CBD manufacturers, whether producing edibles, tinctures, or topical and cosmetic products, face manufacturing quality expectations that go beyond a standard food safety audit. Stability Programs for Cosmetic and Topical CBD Products 

For cosmetic products containing active CBD, the standard requires a documented product stability program covering the conditions of use and storage through the product’s expected shelf life. This includes confirming that the concentration of active ingredients continues to meet the label declaration through that shelf life, and, where a product contains antimicrobial preservatives, demonstrating the efficacy and effectiveness of the preservative system under expected conditions of use and storage. 

Batch Records and Labeling Accuracy 

CBD manufacturers must maintain batch records documenting raw material and finished product testing results, product strength and concentration, and the identity and measurement of each hemp product declared on the label. Work instructions must be documented and implemented at each processing step requiring quality control, to ensure both product quality and labeling accuracy hold up under scrutiny. 

Raw Material and Finished Product Testing 

Where hemp flower is purchased rather than grown on site, or arrives without a certificate of analysis, the manufacturer must confirm supplier licensing and appropriate pre- or post-harvest testing. Finished hemp concentrate and product testing must confirm cannabinoid potency and strength against the applicable compliance threshold, along with purity and contaminant testing covering heavy metals, pesticides, solvents, microbiology, mycotoxins, and residual solvents, performed by an ISO/IEC 17025 accredited laboratory. 

What Certification Does and Does Not Address

It does not determine, and cannot substitute for, whether your specific CBD product is lawfully marketed as a food, beverage, or dietary supplement under FDA rules, a separate and still-evolving question.
